08. EHDS Guide | Maturity Model
What is your actual maturity status?
Self-assessing your current maturity level will help you to make targeted improvements and continuously develop your data governance. Use this maturity level plan to assess your current status and plan the next step in your development.
| Maturity Level | Description | Criteria for classification | Typical measures |
| Level 01: Initial Stage |
Unstructured processes, hardly documented, no clear strategy |
|
Collect initial data, define responsibilities, initial training |
| Level 02: Formal Stage |
Documented processes, initial standards established |
|
Create data inventory, document processes, implement standard tools |
| Level 03: Integrated Stage |
Processes are fully integrated into the organization |
|
Automation, comprehensive interfaces, training and audits |
| Level 04: Optimized Stage |
Continuous improvement and innovation |
|
Dashboard implementation, feedback systems, regular training |
How do you determine the maturity level?
Self-assessment based on classification criteria:
There are specific criteria for each maturity level (see table in section above). You assess the extent to which your current status meets these criteria.
Comparison of your characteristics:
- Do you record your data exclusively manually and in an unstructured manner? -> Level 1
- Have you introduced documentation and initial standards? -> Level 2
- Is your data fully described, APIs established, and security measures implemented? -> Level 3
- Do you regularly check, optimize your processes, and use monitoring? -> Level 4
Evaluation:
You can assign a score or progress status for each level. The result shows you the current level of maturity.
Derive measures:
Where your assessment still shows deficits, you can plan specific measures to reach a higher level.
Simple questions for your self-assessment:
Follow this set of questions to help you self-assess your maturity level:
- Is data collected only on an ad hoc basis or is it systematically documented?
- Are there clear responsibilities for data management?
- Are interfaces (APIs) available and standardized?
- Is data regularly checked and are security measures maintained?
- Is progress monitored regularly and are processes continuously improved?
Here’s how you can recap:
- Level 1: If you answer „no“ to almost all criteria.
- Level 2: If initial documentation is available and processes have been formalized but not yet fully implemented.
- Level 3: If your data is fully described, interfaces are established, and security measures are implemented.
- Level 4: If you regularly check, optimize, and are up to date with the latest technology.
